Everytime i open Lightroom,it says , you have an update !! and then this comes up." updates have been disabled for this machine . Please contact the adminisrator "

Uninstall the Adobe Creative Cloud Desktop App

 

https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

 

Then download a fresh new copy

 

https://www.adobe.com/creativecloud/desktop-app.html

 

And reinstall the new copy.

Yust did it, according the description you linked. Same problem and Updater message. Tomorrow will try to uninstall all the adobe apps completly, than reinstall from the website.

It just says that i have any update and then shows up this ...

2 GHz Dual-Core Intel Core i5 : 

8 GB 1867 MHz LPDDR3 : 256GB

I have the exact same issue. Mac Pro 2010 Mojave.

Do you logged in as an administrator or as an user with admin rights?

If no thry to run LR with admin rights.

 

If this doesn't help we need more informations about your environment.

Which operating system do you use?
