Can I safely delete171 GB of Lightroom Catalog.Ircat archived ZIP files in my document folder to save space? Thank you.

Yes. But- Keep a couple of recent ones as emergency backups and move them to a different disk!

Yes. But- Keep a couple of recent ones as emergency backups!

And- At the next backup- Choose a different Hard Drive Destination! Your Catalog Backups must NOT be on the same hard-drive (Documents folder) as is your working Catalog. If the drive fails you will have lost EVERYTHING!!
