Lightroom Won't Make Photo Collection Public/Won't Generate a Link for Sharing

Question

After I sync a Collection, when I click Make Public (so that I can then view them on the web and share the photos with others), it scrolls forever without actually providing a link.
Until very recently, I had never had this issue. I'm not doing anything differently than I did before, so I just don't know what is causing this problem.

Where do you keep your catalog on an internal or external drive? Are any of these images in the Synced collections missing the original files?

Try using Lightroom Web (https://adobe.ly/3TpdrLy) to create a public link to share an album. Head here for steps: https://adobe.ly/4dalvqE
