Login in to Lightroom App fails

Whenever I want to log in to my lightroom App on my laptop it fails... I press on the login button, put my mail and password in (the correct one, I tried on my phone, it worked...), then it starts working and puts me back to the login button. Without actually login in. Tried to login with google, mail adress and Apple-ID. It's always the same. I'm working with Lightroom Version 7.0 on a Windows. Login into Lightroom Classic works perfectly fine. Can anybody help me with that issue?

Do you have the Adobe Creative Cloud app running and are properly logged in to that?  Once logged in to the Creative Cloud App, I have never had to login to the individual apps. 

Or, are you trying to login to the Lightroom Web App (lightroom.adobe.com)?
