Loops writing XMP files

I am running the latest Lightroom (14.4.1) on Windows 11, with all fixes applied.

When I edit in photoshop and return to Lightroom, Lightroom continuously writes the XMP file. After a number of edit passes, it causes problems with responses and lightroom actions. The writing activity is indicated in the upper left of the screen.

When I exit Lightroom and reload it, the XMP files are written in a single pass.
