lost all presets after reinstalling Lightroom Classic

I had to install windows 11 which made me lose all my apps.
When I logged into my creative cloud subscription and redownloaded Lightroom Classic, none of my presets are there. Is there a way I can get them back?
I see 20GB of cloud storage is included in my plan. Was I supposed to manually back these up?

    Presets are not saved to the cloud, they are stored locally.

    If you still have access to the old computer, you can get them from there. Some help:

    Darn. I don't have access to it.
    I had an issue where Windows 10 needed to update and after the update it got stuck in a loop saying "uninstalling recent changes". My only option was to reinstall Windows 10 or Windows 11 and I could not access the local c drive.
