Lost presets when I changed laptops

Eek, I changed laptops and have no access to my old one.

I thought my presets would be accessable on the new device after I logged in but nothing is there?

I haven't backed up anywhere asd assumed it would be in the cloud....

HELP?

If you have no access to the old laptop (or to a backup), then there is nothing we can do. Presets are stored in a different location, so you should have copied that too. https://www.lightroomqueen.com/lightroom-classic-file-locations/
