Lost Upper Right toolbar in Lightroom Classic V 15.0.1

I have lost the toolbar in the upper right top screen in Lightroon Classic V 15.0.1 using Windows 11.

Lightroom Classic has a main screen with panels on both sides. If you are in the Develop module (but only in that module), then you will see tools at the top of the right panel. Is that what you mean? Do you see the panel itself but not the tools, or do you not see the panel at all? A screenshot may help to explain the problem.

In the Develop module. Currently for some unknown reason Lightroom classic
is locked up with all screens grayed out. Never have had this happen ever
before. Restarted computer same thing again. No right horizontal toolbar
present even in the grayed out screen.

Which toolbar do you mean? 

If this the toolbar to change between library, develop and so on then press the F5 key.
