LR Classic - paste same metadata changes to multiple photoos

Want yo apply the same settings (say, White Balance, Vibrance, Saturation, etc.) to multiple photos. I am following the instructions from How to batch edit in Photoshop Lightroom - Adobe -- and it appears to not work.  After copying the settings using Shift+Ctrl+C, and selecting multiple other photos using Ctrl + click, Pressing Ctrl + V only pastes the settings to the first picture in the selection and not to the rest.

Am I missing something or is this a bug?

You have incorrectly chosen Target Photo instead of Selected Photos

Building on dj_paige's reply, to Paste to multiple photos at once, you also have to be in Grid view (showing multiple thumbnails in the main panel), not Loupe view (one large preview showing) or other views.  

 

If you want to copy metadata (including develop settings) to multiple photos while in Loupe view, select the photos in the filmstrip and do Sync Settings instead of Copy/Paste.

 

(That help article is ostensibly written for both Lightroom and Lightroom Classic, and it omitted these important details of Lightroom Classic's confusing design.)

Metadata is data about the data. Is metadata what you are trying to copy?
