If you are using windows 10 this is caused by the operating system. There is some sort of indexing service that you should turn off. The cause is that Lightroom is waiting for the operating system to give it a listing of all the drives available causing minute long delays. I don't use windows myself but have seen this many times on the forums now. Do not turn off your GPU acceleration. It will not help the startup time and only make Lightroom slower in general editing.

Have you tried turning off the GPU option from Lightroom's preferences? Go to Lightroom > Preferences > Performance tab > Uncheck "Use Graphics Processor" > Restart Lightroom.

What platform? What version OS? What is exact version number of Lightroom?
