LR Classic starts in Background without GUI and without Taskbar Icon, starts on second attempt

Hey folks,
besides the sometimes annoylingly poor performance of lightroom i'm facing an issue for a couple of months now and don't really know what to do about it.
The issue is that Lightroom Classic starts in the Background somehow but does not show a GUI nor does it show an active taskbar symbol. The only thing that shows up shortly is the splash-screen. It is started in the Taskmanager and consumes resources, but nothing happens until you click a second time on the icon (sometimes even 3 clicks are needed or a system reboot).
Then LR comes up just as usual. Also, whenever i close the current LR session and start it once again the behavior is still the same.
That is weird. Is this a known issue?
Here is what i did already, but nothing solves the issue:
- complete Re-Install of all Adobe Apps
- disabled all Plugins in LR
- disabled nearly all Presets in LR
- Updated NVidia Drivers
- Updated all Windows Updates
- disassembled the NVidia RTX 3090 so the system is only running with the iGPU of my Ryzen 7950x3D and Mainboard (Asus x670e ProArt)
- Uninstalled all Graphics Drivers and ReInstalled with DDU (Display Driver Uninstaller)
- Created a new Catalog to start with a clean one (i also don't want to use a new catalog, just for narrowing down possibilities)
- Optimized Catalog and did Catalog Backups
Attached is a screenshot and a short video of the behavior, as well as the system information and a logfile i found in %TEMP%. Are there any other logfiles i can provide? Windows Eventlog simply shows nothing in this regard.
Okay fair enough it is more or less not a real dramtic issue but it is annoying anyways.
