LR desktop synch photos does not equal LRC synched photos

I have recently synched Lightroom Desktop to cloud. All cloud apps are synch and match but Lightroom classic is short 397 photos. There are only two synch errors. Wouldn't the synched photos equal each other? I understand they are different apps but it's the same cloud - what goes up must come down. No?

Do you shoot many videos? If you upload videos to the cloud using any of the Lightroom apps, they will then download into a synced Lightroom Classic catalog, BUT they are then "unsynced", i.e. they are not included in the All Synced Photographs special collection. So if you have uploaded videos, the respective totals of All Photos in Lightroom and All Synced Photographs in LrC should differ by the number of videos.

 

If that's not the explanation, that would suggest a syncing problem in LrC.
