LR GPU acceleration ? ? is way down if Photoshop is open (but even if not doing anything at all)

LR 12.4 / windows 11 / PS 24.7 / NVIDIA 3060 TI / 5600X / 64GB RAM / SN850X 1TB

This really feels when doing Denoise / Enhance processing or a lot of cloning. Without PS running the results are near instant even on 50MP files. You can hear GPU fans spinning up. When PS is open, even with no files, nothing going on, LR doesn't seem to engage GPU and enhance may take like 1-2min, and even cloning has a few second dealy.
