LR3.6 collection won't accept images

I was creating and using collections and collection sets with LR2 and it worked fine.  Now in LR3.2 and 3.6 I can create new collections and collection sets that display properly, and can select and drag several images at a time, but the newly created collections show a "slash icon" demonstrating that the new collection will not accept the requested target.  If I continue to drag to an older collection it will work normally.  Please help.

Right, "Set as Target Collection" was available in LR2 because my collections created with LR2 display this on the right click.  As far as I know, all these collections are normal - I don't know how to recognize the difference between smart and normal. As well as I can remember there was no error message.  However, due to a hard drive failure,LR3 was installed, various library files were copied over to the new drive.  In all other matters of Lightroom I've tried everything looks good.

Some hints that may be helpful-

A Collection SET icon looks like a Shoe box.

A Standard Collection icon looks like layers of pages.

A Smart Collection icon looks like layers of pages with a small gear wheel in a corner.

And also there are 'Book' and 'Slideshow' Collection icons.

You cannot Drag & Drop photos onto a Collection SET. (SETs can only contain other Collections)

You cannot Drag & Drop photos onto a Smart Collection. (These are created automatically )

*You must Drag & Drop photos to a Standard Collection by Click & Hold the mouse cursor ON an IMAGE portion of the preview (NOT the grey border around the image!)

You Right-Click on a Standard Collection to make it the "Target" Collection. (a + shows next to the Collection name)

You can change the Target Collection at any time by a Right-click on any other Standard Collection.

You easily add photos to the Target Collection by selecting the photo (or multiple photos) and press keyboard .

The "Quick" Collection (shown in the CATALOG panel) is often used as the Target Collection (as default).

Are you sure you are hovering over the collection name and not in-between? Try right-click on the collection and choose to make it the target collection. Then select your batch of thumbnails and press the B key. That often works better than drag & drop.

I'm sure I'm hovering over the collection because the collection turns from gray to white. I do not see a "target selection" on right click; what I do see is "Create collection...", "Create Smart Collection...", "Create Collection Set...", "Rename", "Delete" and "Import Smart Collection Settings..." on the new ones, but the choice is available on the old ones created in LR2.  That's strange.  BTW, the new collections are empty and the old ones have some images.

This is what I’m seeing (see image below) but sorry I no longer have LR3 installed. But collections have been around for a long time and I felt this functionality was available. If you are sure it’s an ordinary collection and not a smart collection I’m not sure what’s happening. Maybe someone else will have an idea.

Did you get a successful catalog conversion from LR2 when you first launched LR3, e.g. without error message?
