LrC 14.2 doesn't process warning messages correctly

In LrC 14.2, if you try and open a catalog that is in a folder that it doesn't have permissions for, it reports the catalog as corrupt, which it is not.  Occurs starting LrC by double clicking a catalog or by opening LrC and using Open Catalog.

It got into the wrong folder because I put it there (in the default users heirarchy - don't know what I was thinking of)

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut out as that is just so much dead space to us non-Techs and it takes up vast amounts of scroll space making the reply less readable and less likely that others will bother with your post. Also large amounts of text in a post also render the Translate function inoperable.

Here's the info.  Everything seems to work fine, with the exception of startup.  I get the splash screen, then I see one of my images, then it goes away to do something for about 20 seconds.  Then all is well.

Brings up an odd inquiry. How did the catalog get placed into a folder lacking access rights. Perhaps using a different user account? Perhaps a change to the folders access rights after the placement?

But, yes, you would think LrC could show a proper error message

Some history as to how the catalog got placed, who placed it, who if anyone changed rights, etc, would help the Adobe techs if listing to attempt to duplicate.
