LRC and PS without CC services

Is there a LRC and PS version that can be purchased once with a lifetime activation that doesn't use the CC? I store all my work on my pc and would only update if/when an update is available. I've seen one site that offers both LRC and PS 2025 for $48.00 US dollars a piece. I'm not sure if it's legit or not.
