LrC doesn't synchronize folder with only a fraction of files shown

I have a folder with 66 files (mostly a mix of HEIC and DNG). Only 30 of these are in my LrC catalog. When I click "Synchronize folder" the missing files are detected under "Import new photos" but the moment I click "Synchronize" the dialog completes without error and without adding them to the Library.

Any Idea why this is happening? This is making LrC unworkable for me.

My understanding and experience has been that as long as the initial upload was via Cloud-based Lightroom, and the folder was synched to LR Classic and remains synched, deleting the photos in the cloud-based version of Lightroom will also delete them locally on my hard drive in LR Classic. For that reason I first disable sync and then delete them in the cloud. But even so I am not experiencing this problem.

I will try to reproduce this with another folder specifically set up for this reason and post my results.

Your understanding is incorrect. Like I said, they won't be deleted from the Lightroom Classic catalog or from the disk, they will only be removed from all synced collections. Of course this is only if they have been successfully synced before you delete them from the cloud. There is nothing wrong with doing it your way, but it is not necessary.

Are the HEIC files the issue?

What is the source device? A iPhone, another smartphone, or a camera? What camera?

No, the HEIC files aren't the issue. The same problem occurs with the other file formats. The source are all iPhone in this case, but either taken via the native app or via the Lightroom App.

The issue is likely related to the fact that I upload the photos via the Lightroom iOS app, then synched them to Lightroom Classic Desktop, then moved the files to a local folder. I then disabled sync with LR web, so that I can delete them in the cloud without them being deleted locally as well. However they were deleted in my local library even though the files were not. I now cannot re-add them to the local library even though the files are present in the physical folder.

If you delete the files from the cloud, then they will not be deleted locally, nor from your Lightroom Classic catalog. They will only be removed from 'all synced photographs' and any other synced collection. That means they should indeed already be in Lightroom somewhere (if you did not change this, they should be in their own device in the folder panel), just like I suggested.

 In the Synchronize dialog, check the option to show the import dialog. Do you have 'Don't import suspected duplicates' checked? Do the missing images get imported if you uncheck this? If so, then most likely the 36 missing images are already in the catalog, but as duplicates located in another folder.
