LRC refuses to open and the update won't download

I am unable to open the version of  LRC prior to 12.3 or download the update. I have never had a problem with LRC before.  I have already uninstalled it and tried to dowload the update but it hasn't worked either. Anyone else having issues?

just a little more detail.  When I try to open LRC I get the error message "the application Adobe Lightroom Classic can't be opened"
