LrC Won’t Open: Missing mfc140u.dll Error After Reinstall

When I try to open LrC a system error pops up, "The code execution cannot proceed because mfc140u.dll was not found. Reinstalling the program may fix this problem"

 

I have tried to uninstall and reinstall, and it still pops up.
