Mac - mouseover hints not displaying. Windows works but not mac

I'm on Lightroom CC.  The mouse over hints or tooltips do not display.  I.e.  when in the library and looking at the icons to the bottom right of an image.

When I install Lightroom on a Windows 10 machine I can see the hints/tooltips. 

Does anyone know what I'm missing?

    Are the tooltips disabled in the Library View options?

    View->View options...

    Grid View tab, in the Options section there is a checkbox for "Show image info tooltips"

    Tooltips on Mac can be fussy -- they often take a couple seconds to appear, during which you can't move the mouse in the slightest.  Here's an example from my LR CC 2015.8 / OS X 10.12.3:
