I have a new phone, when I Import from the phone All photos are "new" while they are not. I want to mark all photos on the phone as "not New" so next time I import, Lightroom Classic will recognize the true new photos.

Have you selected 'Do not import suspected duplicates' in the import dialog? That will be the only way to try to do this. If Lightroom thinks the photos are new, then there is no option to override that and mark them as old.

Are you asking about capture dates?  What is in the most recent "Previous Import"?  Duplicate files from two phones?  Can you provide more detail?  Can you provide a screen shot of how "new" is displayed on the screen?

No. I can't. I use import photos, select my new USB device and I wanted to import all the photos. I just want it to ignore these photos and select only the new photos took after I got the new phone.
