Masking tool when selecting subject entire image is effected. I've been using this feature for a while and it only just recently stopped working, which makes me to believe it may have more to do with an update. When using the masking tool, if I select, subject background, etc., the entire image is affected versus the area that I select

Sounds like you are moving the global sliders instead of the masking panel sliders. That's a common mistake, which can happen if the masking panel is collapsed and you do not realise that.
