Missing settings menu up top.

I cannot find nor figure out how to have the setting option show nex to File, Edit, etc. I'm trying to match the exposures for a panorama I took with my drone but I simply cannot find the settings, does anyone know how to add it to the top menu?

    The Settings menu header only shows when you are in the Develop module. Are you in the Develop module?
