I want to move the current lrcat file to a different location on my hard drive. If I shut LR down, move the cat file and then reopen LR then point it to the new location would that be correct?

That would work. You could also just double-click on the LRCAT file in its new location.

Yes that will work - just be sure your also move the previews.lrdata, Smart Previews.lrdata (if you have one), and the Helper.lrdata files along with the .lrcat file. That will save you a lot of time and keep things working as they have been!

You should be aware that LR needs to have the Previews folder (Previews.lrdat) and the Smart Previews folder, if there is one, together with the .lrcat file in its new location. Otherwise LR will rebuild the previews as they are needed, so it will probably save time to move the folders over too.

Thanks elie. I did do that  and also the helper.lrdata and the BACKUPS

So I have a question about the BACKUPS

It has 3.3 GB of data in it because I have backups in it since Jan 2018

Can I safely delete most of these?

Each backup is a backup of the catalog as it existed at that particular time. Personally, I back up weekly and usually like to keep approximately 6 backups. I feel that going back any further than that would not be necessary, and periodically go to my backup folder and clean out older backups.
