Navigator frame gets closed if you miss the target area for View size.

Navigator frame. It has magnification options of 3. When you try to click one of them there is a high chance you close the frame totally, though there is an icon on the left side to close the frame completely.

I am also on Lightroom Classic 13.0.1. Windows release. Latest version.
When clicking in between 3 options (no double click), just like in the screenshot I sent, Navigator frame gets closed.
One more click it opens again.
This was always like this many years, since I got in LR.

I am able to replicate what you are seeing now but do not consider it a bug as it behaves the same as every other panel header. You can create a feature request for changing the behavior of this specific panel if you like - due to the size controls and the relatively small target area.
