New Lightroom Classic install cannot set Photoshop Verson in Preferences

I am a longtime user of both LRC and PS.  I am setting up a new laptop and have downloaded the latest versions of both softwares on the new laptop, LRC 14.3 and PS 26.6.  LRC will not allow me to set my Photoshop version, it is greyed out in Preferences, external Editing.  If I don't run Photoshop, It shows nothing, If I run PS it gives the message "detected that Adobe Photoshop 2025 is running" but will not let me select a version.

I have uninstalled, reinstalled, both software in different order.  I've tried to install older verions of the software and still not allowing me to set this up.  I've read numerious post on similar situations and have tried most of them but still not working.

The only other potential issue is my last laptop was a Surface Laptop running the intel chip and the new on is the Surface Laptop 7 running the Snapdragon X 12-core ARM chip, and Windows 11.  Adobe says Lightroom and Photoshop work with the ARM chip but not other Adobe software at this time.

Is there anything else to try or do? Is this a known issue/but?
