How do I create new keyboard shortcuts in Lightroom classic for Windows?

You can't, but it's possible with the AnyShortcut plugin written by @johnrellis .

I use it myself, and can recommend it.

Note that some shortcuts cannot be changed because they're hard wired into the program.
