No Panels in: Display the Library on a second monitor

Question

I am using two monitors, the primary in Loupe for Development module, the second monitor in Grid. Since I use the second monitor Grid it would be beneficial to toggle the Panels in Grid in order to navigate. But I cannot get the Panels to show up. Wonder why?
