Not all cloud photos are downloading to PC

I had added about 900 photos to the cloud via my iphone, the iphone shows everything synced and lightroom classic on the PC shows everything synced, but I'm missing about 200 photos. The dated folders that should have those photos are there on the hard drive and in the Lightroom library but the only file in each folder is info.lua. What's going on here and how do I fix it?
