not creating duplicate folder

Brainfart.

I export photos from my iPhone to a hard drive, then bring in those I want to work on into LRC. Then I create folder with the same name as the one on hard drive and move all the new Previous Import into it. 

However, I just did that and was told those photos already exist inside the folder on hard drive. 

For some reason I can't remember the proper steps.

As you've two folders with the same name you might accidentally be copying to the same folder. Definitely using Add duting Import as recommended by @cmgap is the way. If you're adding files to a folder that already exists in Lightroom and that's the issue, instead, right click on the folder in the Folders panel and choose 'Synchronise' to start importing newer photos.

Next time you import photos from your hard drive, tap the plus (+) icon in the folder panel in the library  module and then navigate to folder you made. Lightroom Classic will recognize that the folder has images and you will be able to 'Add' the folder and images through the import process. There is no need to make another folder in Lightroom, adding the one you already made should work. Give it a try with a test image/folder. Hope this is helpful.
