"Options" in Create Collection Set panel

I can't seem to get the 'Options' section to show when I am creating a new Collection Set. Without the checkbox to include selected photos I have ended up spending a great deal of time trying to figure out how to get photos from one collection set to another. I can drag the Full Shoot down but the collection sets I want to filter to within the shoot are difficult to manipulate without having the choice to 'include selected photos'. For example, I have my full shoot, I flag a selection of those to be my picks but when I go to create the "Picks" Collection Set the Options section does not show up in the panel.

I've googled the problem and looked at Lightroom Classic Q&A but it looks like this Options portion of the panel is always there. It's probably something simple I just can't figure it out...arrrgggghhhh, help!
