I don't have a clear answer myself to your question but will mention a couple of things-
'Other Devices' are folders that have automatically been created by syncing files from mobile devices (iPhones, iPads, Android devices).
Note that each of these folders exhibit the synced icon.
If you click the disclosure triangles you might see sub-folders with the files being synced.
By setting the Location for synced files in Preferences > Sync Tab I believe you will avoid these "other Lightroom devices" folders and synced photos will then go to the folder of your choice.
Another forum member may be able to give you an exact answer.

"...Synced photos also appear in the All Synced Photographs collection in the Catalog panel, as well as in the Folders panel in Lightroom Classic on your desktop under the name of your device or in a folder you designate in Preferences > Lightroom Sync > Location."
