P: Ctrl + Shift + 0 doesn't expand/collapse left panel on Windows (all languages)

In LR 11.5 / Windows, Ctrl + Shift + 0 (zero) is assigned to Expand/Collapse Left Panel 0 in all languages, but it doesn't work, though the shortcuts for the other left panels do work. 

"$$$/AgPanel/LeftPanelShortcut/Win/Panel0=Cmd+Shift+0"

On Mac, Cmd + Ctrl + 0 is assigned to Expand/Collapse Left Panel 0 in all languages, and it works correctly.
