What about the menu command File->Import Photos and Videos... ??? What about Ctrl-Shift-I? (that's capital letter I not number 1 or lower case L) Do any of those work?

Depending on how long the PC did not have network/internet connection, this is normal behavior.

LrC can run without network connection for a certain time. After that time, it needs to check the status of your license. If that is not possible, it deactivates all functions that need an active license.
