Preset can not be selected

Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

"I can only see the preset effect when I point mouse cursor on the left preset line, when I move mouse cursor away the preset effect is gone"

Are you actually clicking on the preset, or just hovering the mouse over it?

Do the menu command Help > System Info and copy/paste here the first ten lines so we can see exactly which versions you're running.
