WobertC has probably answered your issue.

In your System Information, and thank you for posting that, I have noticed that Lightroom is using OpenGL with your GPU, this is bad, for Windows OS it needs to be DirectX

see solution 3 in Adobe Lightroom GPU Troubleshooting and FAQ

thank you for that answer David, but how can I change that  ?

.. i think i try a new install, could be the best choice

Do you see the preset block at all? If not, then right-click in an empty area of another block. That will bring up a menu where you can show/hide blocks.

Yes, I see the preset block and the arrow beside "Preset" Shows to the Right and if i click on it, it Shows down. So I mean he opens the preset window … but its only Grey, no Presets

I have seen a similar problem in Post#19 at this forum thread- Presets not showing on Lightroom

No answer was available there.

It is very unusual to not have anything showing in the panel. Usually everyone should see some of the default Lightroom preset groups. Even {Favourites} will show with others hidden by Preset Management (Click the + ) https://www.lightroomqueen.com/missing-default-presets-75/

Without further advice from JohanElzenga my suggestions might be-

Reset your Preferences file.

Un-install and Re-install Lightroom with the CC Desktop App.

Regards. My System: Windows-11, Lightroom-Classic 15.3, Photoshop 27.5, ACR 18.3, Lightroom 9.3, Lr-iOS 10.4.0, Bridge 16.0.3 .
