Pressing {R} in Library, initates the ZOOM tool in develop, and NOT the crop tool.

In library, I hit R to open crop tool in Develop. But this opens crop overlay, with the Zoom tool, not the crop tool. Hitting R again (closes crop ), then R again, will open crop overlay with the crop tool.

The in the Right-hand panel the Crop section is greyed out too.

Update on crop tool as zoom tool.

1. Ok, so rolled back to last update of Windows. No effect.

2. Updated Video card drivers (as "use Graphics Processor and "use GPU" grayed out. Unsure if this was grayed out before problem). No Effect.

3. Rolled back Lightroom from 15.5 to 15.4.1

Crop tool now works as it should (yay).

Also Version 15.5 disable or grayed out "use Graphics Process", and "Use GPU".

In the old 15.4.1 "Use Graphics Processor" and "Use GPU" is not grayed out and set to Auto.

So hopefully this has solved the problem.

Btw. there is no zoom tool in the develop panel. In general only a zoom slider or some drop down menu with pre-selected zoom levels is elsewhere (one of those can be activated via a mouse click into the active picture, instead of the usual mouse pointer then it shows a magnifier with a plus sign).

Use the visible overlay, go with your mouse to the overlay-frame, click, hold and crop as you like.

OK, after several views of your video: You get as mouse pointer the “magnifier with a plus sign” instead of the expected one:
Yes, this is unusual and not the case at my PC.

The above mentioned method of doing the crop with help of the crop-frame: Is at least this working?

Point 2. Yes that is correct. The Magnifer shows up when R pressed in Library, not the crop tool.

I have tried bug reporting page, but was placed into the Forum page.

On Windows with LrC 15.5 I do not have your described wrong behavior, i.e. after 1st ‘R’ the develop module with the crop selection occurs. 2nd ‘R’ crop edit finishs and the develop module keeps active.
