Pressing space bar in masking mode turn on option for Show Edit Pins instead of Zoom in/out

Yes, pressing Z will zoom in/out while in masking and remove mode, but I can not pan as I mentioned in my original question.

You need to use the 'Z' key when Masking panel is open. The same applies when Remove panel is open.
