Presumably unchanged images are now marked as “changed"

Question

Every image that I click on in “Develop” is marked as “changed” (small icon at the bottom right). My Smart Filter no longer works because I want to have all edited images in it. Has any setting changed since the new update or is this a bug?
 
I am using Lightroom Classic 13.4 and Windows 11

Are you using embedded profiles?Does the History Panel show a history state that you did not accomplish by moving a slider, etc?
