Prevent 'Photo has Develop adjustments' tag but enable for example 'default' noise reduction

As my knowledge progresses working with Lightroom (Classic) I would like to verify my understanding of the default presets within Lightroom.
As I like to filter on the 'Photo has Develop adjustments' tag I do want to change the noise reduction by default on all pictures. Obviously when changing the noise reduction, the 'Photo has Develop adjustments' tag will be stamped on all photos. So, I am experimenting with presets. For example, the sample 'ISO adaptive presets'
Preferences | Presets | Raw defaults
When I put my preset here:
All imported photos apply the adaptive noise reduction set in the preset.
The 'Photo has Develop adjustments' tag doesn't show up.
When resetting the photo developments this preset will be applied again.
Import Photos and Video | Apply During Import | Development Settings
When I put my preset here:
All imported photos will be 'Photo has Develop adjustments' tagged.
When resetting the photo developments this preset will be lost (reverted to the Raw defaults preset).
Now ... questions (like Roy Batty would say to Hannibal Chew):
Goal to set a preset on all (imported) photo's without tagging 'has development':
To add some basic adjustments to all photos without the has development tag it is best to: Set a minimal preset on Raw Defaults (eventually per camera model)?
- this seems the RAW Default preset seems very important because when resetting development settings this preset will be applied as default.
Goal to retroactive apply (default) preset on existing photos preventing the 'has development' tag:
When resetting developments on a photo it applies the Raw default preset (again). Would this enable me to reset all already non developed photos with this preset (to obtain the 'default nr' on all existing photo's)?
- Again the default preset seems here the key, shots made with different cameras beg for per camera model default presets. As I do import some iPhone photo's I don't want them to be part of ISO noise reduction for example.
Raising process version
I also noticed that raising the 'process version' like 5 to 6 (current) also triggers the 'Photo has Develop adjustments' tag. But when resetting development on a photo, currently on process 5, raised the setting to 6 (current) without the 'Photo has Develop adjustments' tag. So unfortunately, even with no edits a photo will be tagged edited even when just changing the process level. Of course I do mean the unprocessed photos. Processed photos do already have the tag so it doesn't matter when raising the process version. I just like to raise all photos to the latest process version so when potentially editing them the latest process version is already set.
