Print module Custom package Image settings

How do I create a template with fixed cell sizes (like for pages of a book) where I can drag the photos to the cells as they are?

Right now, when I drag the photo happens:

• either zoom to fill (if I check Lock aspect ratio) or
• change automatically the size of the cell to the size of the photo.

It seems that the Image Settings for Custom Package lacks the Zoom to Fill option that the Picture package has, and does the zoom to fill as default. 

Is there anyway to override this and have the dragged pictured go to its cell (just filling with blank space the difference of dimensions) as it does in the Picture package?
