Are you sure that's Lightroom 13? I don't see that LR 13 is released.

Do you have tried to do the installation again?

Do you logged in as an Adminitrator or an user with admin rights?

If you've running any virus protection or other security apps? If yes, deactivate this apps and try again.

Ok, I still don't see LR 13 in my CC client. So it will be in the next few hours available.
