Publish photos with a border

Hello community,

I have Flickr and I publish directly to them via Lightroom. Unfortunately, even on Flickr ( i think)there seems  be no photo  borders functionality available .I know of Mogrify but this involves exporting first and then publishing I believe. Is there no other slick plugin out there to do this directly ? Alternatively, does anyone know of a photo  gallery website that allows me to set a given template so that whenever I publish from LR directly  it assigns a border that I have chosen..I am not married to Flickr...
