Publish to Hard Drive Service doesn't finish and won't pick back up. No errors given.

I've never had any problems with Publish to Hard Drive service.  I've been using it for 7 years with the same hardware, setup, and system settings. 

Today, however, I needed to republish 7 of my hard drive publish services.  None of them will finish publishing.  They all get through about 2/3rds of publishing and then the progress bar zips through to the end and stops.  It will not publish new or modified photos.  The progress bar zips through to the end and says 'task completed'.  There are no error messages given. 

I have tried recreating the services and folders from scratch with no luck.  Smart folders and regular folders both have the same issue.  I've tried different hard drives but the problem is still there.  They get stuck publishing on random photos, so it's not a photo file issue.  I downgraded from 13.0.1 to 13.0, same problem. 

Really seems like a serious bug with the Hard Drive Publishing.  Please help.  My company is desperatly waiting for me to get these published.
