PURCHASED ADOBE PHOTOSHOP LIGHTROOM 6 WONT DOWNLOAD

Hello,

     So i purchased Adobe Photoshop Lightroom 6 ( The software download card ) about 2 years ago and i have only used the license on one desktop until recently when i dowloaded the software to my Laptop. Ive been able to use it just fine for about a month until the last time i tried starting the program, it would not load past the intro screen. It would just show the loading symbol and would not go past that. So i uninstalled the software, went back to adobe cc to re-download and it doesn't give me the option to. As a matter of fact the entire desktop app selection will not let me download, update, or try any of the apps featured. So if anyone knows how to troubleshoot this, or what kind of issue i may be facing, that would be very helpful information.
