Radial filter not working in Lightroom classic

Hi

the radial filter is not working correctly. The circle does not appear but it does seem to be applying some changes but I cant control the circle and it appears more of a tiny oval of change that cant be moved. I have tried to turning the GPU off to no avail.

Also my spot removal tool really glitchy. I have recently had a new PC but never had these problems before with my old laptop.

Any advice greatly appreciated.
