Radial filter tool not appearing in Lightroom Classic

I'm watching tutorials that feature the radial filter tool, and I realized I've never used it because it doesn't appear on either machine that I'm running Lightoom Classic. The icons for crop, spot removal, red eye, and masking are there, but the radial filter tool and adjustment brush aren't there. And they don't appear in the drop down menu. This is on a windows 10 laptop and a windows 11 desktop.
