Hi, I am having the exact same issue, background - I've got a brand new upgraded PC more than suitable for photoediting, everything is current in terms of updates, Photoshop seems to work fine, but not Lightroom.  I've tried all of the above troubleshooting, I did manage to get into a photo set for editing, but it froze with the first 6 images.  Now it won't get past the 'What's New' screen.
This app was fine on Windows 10 with a lesser graphics card, what's happened here?  I'm paying for a subs for something I can't use?

    Looks like DJ-Paige's solution was the one for me, although I found it elsewhere, I changed the software and so far, so good, who knew the gaming driver doesn't like LRC.... Thanks anyway!

    Make sure you have the most current GPU driver, and if your GPU is from NVidia, make sure you have the Studio driver and not the Game Ready driver.

    This is my current Lightroom....
    Before it went black, my mages are in the library but it locks up at the splash screen

    Hey, @Mike PItches Media. Thanks for the comment. I'll move your post to Lightroom Classic.

    If it crashes in the Develop module, while in the Library module, please share the system info from Lightroom from Help > System info > Copy and paste into a text document > Upload and attach here.

     

    Are you working with multiple displays? 

     

    As primary steps, try this:

    • Unplug additional displays & use only the default.
    • Go to Lightroom > Edit > Preferences > Performance > Use Graphics Processor > Set it to Off if it is on Custom or Auto. If this shows you any differences, please check this article to troubleshoot further: https://adobe.ly/3uYiJo4
