Recreate Lightroom Folder/Albums as Collection Sets/Collections in Lightroom

I created folders and albums in LR and now have started using LRC, but Lrc doesn't automatically create the same structure as Collection Sets/Collections.  It'll be very annoying if I have to do it manually as as far as I can see Collection Sets = Folders and Collections = Albums.  Shouldn't be rocket science....  At the moment, every single folder from Lightroom (cloud) is just listed in a single list under "From Lightroom"... great, thanks!

Also would be good if this was automatically maintained when I sync the two, if it doesn't already.

Thanks, but I really do not understand why Collection Sets are not equivalent to Folders, and Collections are not equivalent to Albums.  To me, it's a no-brainer as everything is just an indexing of the files on the storage media.  That way I can use the same structure between Lr and LrC.

They are the equivalent. It's just that while collections do sync with albums, collection sets do not sync with folders. Don't ask me why. You can use the same structure (I do), but you will have to manage collection sets / folders manually at both ends.
