Reference Photo blurrier than Active Photo in Reference View. Help!

Hey there. Can't figure this one out. I'm trying to use Reference View to compare noise between RAW and JPG files. It was working earlier this morning, but for some reason, now when I go in Reference View, the Reference photo is noticibly softer. If I compare identical files (that is, both the same JPG), you can see that the Reference photo on the left is softer. What is happening here?

(Note: I am deliberately trying to create in-camera noise in this photo to calibrate a noise reduction preset, hence the fast shutter and the relatively high f-stop.)
